State Secretary of the Ministry of Economy of Ukraine

Responsibilities of the State Secretary of the Ministry of Economy include:

  • organizing work of the Economy Ministry’s staff;
  • overseeing preparation of proposals concerning attainment of the Economy Ministry’s objectives and submitting these proposals to the Minister; informing the Minister about ongoing work at the Economy Ministry, the status of attaining the Economy Ministry’s objectives and measures taken to fix the identified deficiencies;
  • organizing and controlling the attainment by the Economy Ministry’s staff of objectives set forth in legislative acts, protocol decisions of the Cabinet of Ministers of Ukraine, assignments of the Prime Minister of Ukraine, resolutions of the Vice Prime Ministers of Ukraine and the Minister of the Cabinet of Ministers of Ukraine, orders of the Ministry of Economy, assignments issued by the Minister, First Deputy Minister, Deputy Ministers, Deputy Minister – Trade Envoy of Ukraine and Deputy Minister for Digital Development, Digital Transformations and Digitalization, and reporting on the timely and effective attainment of these objectives;
  • preparing the Economy Ministry’s work plans, submitting these plans for the Minister’s approval and reporting on the fulfilment of the said plans;
  • overseeing implementation of the national policy on state secrets, and controlling preservation of state secrets by the Economy Ministry’s staff;
  • monitoring implementation of the Action Program of the Cabinet of Ministers of Ukraine and other national policy documents by the Ministry of Economy and by the central bodies of executive power whose activity is directed and coordinated through the Minister;
  • interacting with the First Deputy Minister, Deputy Ministers, Deputy Minister – Trade Envoy of Ukraine and Deputy Minister for Digital Development, Digital Transformations and Digitalization as regards efficient and timely attainment of the Economy Ministry’s objectives and fulfilment of assignments issued by them to subdivisions whose activity is coordinated by them;
  • holding conferences with the heads of subdivisions, other civil servants and members of the Economy Ministry’s staff as regards attainment by the Ministry of Economy and by the central bodies of executive power whose activity is directed and coordinated through the Minister of their objectives;
  • requesting within the scope of the State Secretary’s authority, and receiving according to the applicable procedure and free of charge, information, documents and materials from bodies of public administration, public authorities of the Autonomous Republic of Crimea, bodies of local self-government, enterprises, institutions and organizations in Ukraine and abroad, and statistical information from official statistics agencies, which are necessary for the attainment of the Economy Ministry’s objectives;
  • organizing work planning with the Economy Ministry’s personnel, including organization of contests for civil service positions of B and C categories, and ensuring transparency and objectivity of these contests;
  • overseeing the planning of service career, scheduled replacements of civil service officeholders with trained specialists according to professional competence requirements, and stimulating promotions in service;
  • overseeing timely publication, and communication to the National Civil Service Agency, of information about civil service vacancies for the purpose of compiling a single list of civil service vacancies for publication;
  • appointing to and removing from office, according to a procedure regulated by the civil service legislation, civil servants on the Economy Ministry’s staff, assigning civil servant ranks to them, making decisions to issue incentives to them or taking disciplinary action against them;
  • making and terminating civil service contracts;
  • hiring and terminating, according to a procedure regulated by the labour legislation, employees of the Economy Ministry’s staff, and making decisions to issue incentives to them or taking disciplinary action against them;
  • approving, in the cases provided by law, the appointment to and removal from office of the heads of subdivisions of regional, Kyiv and Sevastopol city state administrations;
  • appointing to and removing from office personnel of the Minister’s patronage service based on the Minister’s proposals;
  • overseeing the improvement of qualification of the Economy Ministry’s civil servants;
  • reviewing complaints against actions or omissions of civil servants;
  • representing the Ministry of Economy as a legal entity in civil law-regulated relationships;
  • issuing, within the scope of powers provided by law, assignments binding upon the Economy Ministry’s civil servants and other employees;
  • issuing, and controlling fulfilment of, organizational and directive orders concerning matters falling within the scope of the State Secretary’s powers; signing letters and other documents;
  • signing letters of response to requests for public information and to inquiries from private individuals and legal entities addressed to the Ministry of Economy;
  • approving the Economy Ministry’s payroll list and budget, agreed with the Finance Ministry;
  • approving the rules of procedure of the Economy Ministry’s independent subdivisions and job descriptions of the Economy Ministry’s civil servants and staff employees;
  • overseeing, within the scope of the State Secretary’s competence or on the Minister’s assignment, consultative, advisory and other ancillary bodies established by the Ministry of Economy;
  • regarding matters falling within the scope of the State Secretary’s competence or on the Minister’s assignment:

- representing the Ministry of Economy at interagency conferences and other events;

- participating in the Economy Ministry’s international relations events and in ensuring fulfilment of commitments under international treaties of Ukraine;

  • coordinating work and controlling performance of the following departments for the purposes of facilitating the Economy Ministry’s activity, ensuring stability and sustainability of its activity, organizing current activities related to dispensation of the Economy Ministry’s powers, and ensuring attainment of the Economy Ministry’s objectives:

- personnel management department;

- legal department;

- economic and financial department;

- document flow and control department;

- internal audit department;

- public property management department;

- directorate for interaction with public bodies;

- security clearance directorate;

- mobilization preparation and civil defence section;

- corruption prevention section;

- sector for organizational and analytical support of the Economy Ministry State Secretary’s work;

- chief specialist for operation of the internal control system;

  • dispensing other powers defined in Ukrainian laws and other regulatory acts.
